Gloucestershire Hospitals Foundation Trust

The SYSTEM 21 Project involvement included both the Hospitals at Cheltenham and Gloucester. The focus was to develop a plan to implement costs savings of £3.7M in the Estates and Facilities Division (EFD) of the Gloucestershire Hospitals NHS Foundation Trust (GHT).. Initiatives in prior years had not delivered and the savings target for the year and beyond was at serious risk. GHT chose SYSTEM 21 as the Transformation Partner - after examining the spectacular results achieved by SYSTEM 21 in other NHS Hospitals in the North and South of England.
The scope included the key areas of domestic services, capital & development, catering, maintenance, medical engineering, portering, transport and the Divisional management structure. Throughout the project SYSTEM 21 engaged fully with staff and management in a participative approach that first collected all the volumetric data required to generate detailed capacity plans for each department.
There were weekly communucations meetings with departmental staff and also with the Senior Management team, to report progress being made towards the project objectives. Managers were given full support with the decisions that would subsequently deliver the significant performance improvement and financial savings achieved.
The project was a resounding success for the management and staff who participated fully in the project programme. The annualised recurring savings were agreed as £4.325 million. This gave the Trust a potential full year Return on Investment of over 8 to 1. The Division delivered a Cost Improvement Plan of £3.3m.. The full year effect of the savings is expected to meet the target and then continue as recurring annualised savings..
